LA County’s Hospice System Exposed as Hub of Massive Fraud Scheme

A new CBS News investigation found that Los Angeles County has become what reporters called “ground zero” for hospice fraud, exposing how hundreds of supposed end‑of‑life providers show striking warning signs that they exist to bill taxpayers — not to care for the dying. The network’s reporters found entire blocks of offices where phone lines were dead, mail piled up, and dozens of companies shared the same personnel and addresses.

CBS’s data review found that roughly 742 of the county’s roughly 1,800 licensed hospices trigger multiple red flags defined by California — geographic clustering, multiple firms at single addresses, tiny patient rosters, and suspicious billing patterns. In one jaw‑dropping example, investigators counted 137 licensed hospices along a short stretch of Van Nuys Boulevard and discovered 89 companies registered to a single building, a setup that screams organized exploitation of government programs.

This carnage of corruption was warned about years ago by the California State Auditor, whose March 2022 report documented how weak state oversight opened the door for large‑scale fraud and estimated massive overbilling in Los Angeles County. The auditor found that licensing and monitoring failures produced an explosion of hospice entities — a 1,500 percent rise in some places — and recommended concrete steps to stop sham providers from bilking Medicare and Medi‑Cal.

But warnings without muscle have been nearly useless. State regulators quietly revoked some licenses, yet enforcement has been scant compared with the scale of the problem, and emergency rulemaking deadlines have slipped while the moratorium on new licenses has merely been extended. Local lawmakers are now demanding action from Sacramento, rightly furious that the system meant to protect seniors instead looks like a buffet for grifters.

Let’s call this what it is: a taxpayer heist conducted under the cover of compassion. Every dollar funneled to these shell hospices is a dollar stolen from seniors who actually need care and from working Americans who pay into Medicare. The political class in Sacramento and the federal bureaucrats who certify payments must stop treating this like a policy footnote and start treating it like the criminal enterprise it plainly resembles.

Practical fixes are obvious and overdue: immediate, forceful audits of clustered providers, surprise site visits, rapid revocation of licenses for firms that cannot prove genuine patient care, and full criminal referrals to federal prosecutors — backed by asset seizures and repayment demands. The state auditor laid out many of these reforms back in 2022; what’s missing is the courage to follow through and the willingness to bring down the hammer on those who exploit the vulnerable.

Hardworking Americans who send their taxes to Medicare deserve better than this bureaucratic negligence and political theater. Conservatives should demand a full federal‑state task force, immediate recovery of stolen funds, and prosecutions that make the cost of this crime exceed any profit. If our leaders won’t act, voters must — and we will hold them accountable at the ballot box until sanity and justice return to care for the dying.
