His supposed ability to champion the E.R.A. unilaterally is questionable, given the legal precedents ruling that time limits on constitutional amendments are legally binding. Thus, even if the president wanted to change his course dramatically in his final two months, such a move may already be off the table before the curtain falls on his administration.
