This is the type of exchange that the Biden White House fears the most, so it is not surprising that they are attempting to mitigate the damage.

In addition, the Justice Department is conducting an investigation into whether Hunter is a foreign agent. This could be the allegation that brings the Biden presidency to its end. Pardoning Hunter is their "break-the-glass" option, but it would also constitute an unambiguous admission of culpability. They are aware that they are playing a hazardous game.
