The report underscores the substantial growth in federal revenue for three organizations—Global Refuge, Southwest Key Programs, and Endeavors, Inc.—which has surged from $597 million in 2019 to an astounding $2 billion in 2022. The Office of Refugee Resettlement, a division of the Department of Health & Human Services responsible for funding these services, allocated $1.8 billion in 2018, and projections indicate spending could reach $7.3 billion this year, with the majority of funds being contracted out to non-profit organizations.

Janet Napolitano, a former Security Secretary and a former adviser to Charles Marino characterized the present scenario as "outrageous" regarding the funds being received by these organizations. He also cautioned about the possibility of waste, fraud, and abuse of taxpayer money, comparable to the mishandling of federal funds allocated for Covid relief.
Furthermore, the report uncovered that Endeavors, Inc. uses funds to provide unconventional services, such as utilizing funds to offer alternative services like horticulture therapy, music therapy for undocumented immigrant children, and pet therapy.
