Israel’s Ministry of Foreign Affairs has pushed a blunt message to the world: Palestinian attacks are happening every day, and official Palestinian spokesmen admit payments tied to those attacks haven’t stopped. The ministry published tallies and used them in a UN Security Council debate to force the world to look at what Israel calls a growing security crisis in Judea and Samaria (the West Bank).

The Israel Foreign Ministry posted that “From January 1 to July 31, 2026, Palestinian terrorists carried out 2,335 attacks. Another 2,289 were foiled. A daily average of over 10 terror attack attempts…” Those figures are official Israeli numbers and were circulated by Minister of Foreign Affairs Gideon Sa’ar and other Israeli diplomats as they pushed the UN Security Council to recognize the scale of violence. The ministry also stressed a separate count it used in diplomatic messages: “896 terrorist attacks. 4 people murdered. 119 wounded.” Either way, the point was the same — Israel says daily attacks have become the new normal.
Pay‑for‑slay: the smoking‑gun claim
The Israeli case was sharpened by a bombshell line from a Fatah spokesman in Gaza, Mundhir Al‑Hayek, who was quoted saying, “We did not stop the payment of salaries.” Israel and others took that as confirmation that the Palestinian Authority or its factions continue systems of payments to jailed attackers and the families of those killed. If donors and international bodies want to talk about building infrastructure, they should first answer whether their money is being used to pay killers — a fact Israel says the UN debate has mostly ignored.
Why it matters and who’s looking the other way
Here’s the hard truth: you can rebuild a town, but you cannot rebuild trust while incentives for murder stay in place. Western governments are quick to call out Israeli “settler violence” and to offer reconstruction aid to Gaza, but far less eager to stop flows that may feed terror. The UN Security Council held a debate about violence in the West Bank, and Israeli diplomats used these new tallies and the Fatah spokesman’s admission to demand a more honest conversation. The world can lecture Israel or it can press the Palestinian leadership to end pay‑for‑slay — it cannot credibly do both.
If the reported numbers and the Fatah admission are accurate, international policy should change. Donors should demand audits. The UN should stop treating Israel like the only problem. And Western leaders, including those who keep promising “peace,” must stop pretending statistics and plain words don’t matter. Israel has put the data and the quotes on the table. Now the rest of the world can either respond or keep scoring moral points while ignoring the body counts.
